declassified affidavit from NSA policy maker
A group seeking FOIA-release petitioned a court to compel release of NSA docs. responsive to UFO. The NSA produced an (at the time) Top Secret Umbra affidavit explaining why there could be no response on some documents. What comes to light is that it involved SIGINT intercepts, sometimes of comms. by foreign parties or governments. The formerly Top Secret Umbra affidavit has now been released in sanitized form, with some text blacked-out (as with a felt-tip pen marker).
